The regular monthly meeting of the Planning and Zoning
Commission was held at the Des Peres Government Center, 12325 Manchester Road,
Des Peres, Missouri. The meeting was
called to order at 7:05 P.M.
ROLL CALL
Members present were:
Commissioners James Kennedy, Carol Mattson, Teresa Gwin, Maureen Bahn,
Robert Palermo, Ann Body, Richard Russell, Jack Cregan, Jack Wright, Ken Cates,
Fred Hughes, Mayor Rick Lahr and Alderman Jim Doering. Also present were City Attorney Kevin
O’Keefe, and City Planner James Bokern. Absent were Commissioner Barbara Pohle
and City Engineer Denis Knock.
APPROVAL OF MINUTES
Commissioner Russell moved to approve the April 9, 2003
minutes with a change in page 2, line 8, “not” to “lot”. Commissioner Mattson seconded the
motion. A voice vote was unanimous and
the Minutes were approved.
AMENDMENT OF AGENDA
There were no amendments to the agenda.
OLD BUSINESS
Comprehensive Plan for the City of Des Peres
Chairman Kennedy expressed his thanks to all who attended
meetings and gave input to the document.
Commissioner Bahn requested that all information regarding
the survey be included in the exhibits for the file. She contended that some information distributed prior to the
survey was designed to misinform and create a mistrust of city officials,
thereby possibly tainting the survey results.
Chairman Kennedy introduced amendments to the Comprehensive
Plan and suggested that they be grouped and voted on collectively.

Vice Chairman Mattson moved to approve an amendment to page
60, Objective 3-Transportation to provide pedestrian sidewalks along major
streets in larger subdivisions that lack facilities; to approve an amendment to
page 64, Objective 3-Land Use to preserve open space uses such as Pioneer Park
and subdivision common ground; and to approve an amendment to page 89-Objective
3-Urban Design to prohibit various forms of signage such as box cabinet wall
signs. Commissioner Body seconded the
motion.
A roll call vote was as follows: Kennedy, aye; Mattson, aye; Gwin, aye; Bahn, aye; Cates, aye;
Palermo, aye; Cregan, aye; Body, aye; Russell, aye; Wright, aye; Hughes, aye;
Lahr, abstain; Doering, abstain. The
motion carried 11 aye, 2 abstain.
Following discussion, Vice Chairman Mattson moved to amend
the amendment to page 73, Objective 7-Transportation to read “Pursue a
continuous pedestrian sidewalk along the east side of Des Peres Road.” Commissioner Hughes seconded the motion.
A roll call vote was as follows: Kennedy, aye; Mattson, aye; Gwin, aye; Bahn, aye; Cates, aye;
Palermo, aye; Cregan, aye; Body, aye; Ruseell, aye; Wright, aye; Hughes, aye;
Lahr, abstain; Doering, abstain. The
motion carried 11 aye, 2 abstain.

73, Objective 7-Transportation to pursue a continuous pedestrian sidewalk along
the east side of Des Peres road.
Commissioner Wright seconded the motion.

City Attorney, Kevin O’Keefe, read the following Resolution
into the record:
PLANNING AND
ZONING COMMISSION
CITY OF DES PERES MISSOURI
RESOLUTION
WHEREAS, for the past three years the Planning and Zoning
Commission has studied the previous Comprehensive Plan of the City of Des Peres,
Missouri, surveyed conditions throughout the community and in neighboring
communities, conducted multiple public meetings for the purpose of considering
revisions to the City’s Comprehensive Plan, held public forums to increase
public awareness of the City’s planning effort, in cooperation with the Mayor
and Board of Aldermen conducted a survey of the citizens of the City of Des
Peres on issues related to the Comprehensive Plan and otherwise conducted
studies and received public input with regard to adoption of a Comprehensive
Plan; and

WHEREAS, in accord with the provisions of Section 89.360 RSMo 2000,
the Commission conducted a public hearing on June 4, 2003, after due notice as
required by law; and
WHEREAS, the Commission has considered the results produced by its
surveys, studies and efforts during its lengthy consideration and has taken
into account the comments of interested parties at the public hearing and
elsewhere, and is fully informed on the issues reflected in the Plan
hereinafter referenced;
NOW THEREFORE, BE IT RESOLVED BY THE PLANNING AND ZONING COMMISSION OF
THE CITY OF DES PERES, MISSOURI, AS FOLLOWS:

The Comprehensive Plan
document attached hereto and incorporated by this reference, together with all
data, maps, plats, diagrams, descriptive matter, appendices and other documents
and materials contained and referenced therein is hereby adopted as the
Comprehensive Plan for the future development of the City and as the “City
Plan” of the City of Des Peres, Missouri, as that term is used in Sections
89.300 thru 89.480, RSMo. 2000.
2.
In accord with the provisions of Section 89.360, RSMo. 2000,
the Secretary of the Commission shall attest to the adoption of this Resolution
and the Plan referenced herein and file same in the office of the
Commission. A copy of the Plan shall
also be certified to the Board of Aldermen of the City of Des Peres and the
City Clerk of the City of Des Peres and a copy shall be made available in the
office of the Recorder of Deeds of St. Louis County and available at the City
Clerk’s office for public inspection during normal office hours.
THIS RESOLUTION PASSED AND ADOPTED BY THE PLANNING AND ZONING
COMMISSION OF THE CITY OF DES PERES, MISSOURI THIS 11TH DAY OF JUNE
2003.

Chairman Kennedy thanked all who worked so hard on the
Comprehensive Plan, particularly the committee chairman, Vice Chairman Mattson,
and City Planner James Bokern.
Mayor Lahr expressed appreciation to all those who were
involved with the Comprehensive Plan on behalf of City elected officials and
residents.

Vice Chairman Mattson requested that the City Attorney draft
an endorsement of the Comprehensive Plan to present to the Board of Aldermen.
NEW BUSINESS
Amendment to §410.050.A.3 of Appendix A – Signs relating
to changes in statewide billboard regulations.
Commissioner Palermo moved to recommend approval of an
amendment to §410.050.A.3 of Appendix A-Signs which would bring our billboard
regulations into compliance with new state legislation.
Commissioner Cates seconded the motion.

Amendment to §405.080 of Appendix C – Zoning relating
to the exterior storage and display of items in Commercial Districts.
Chairman Kennedy sent consideration of an amendment to
§405.080 of Appendix C-Zoning relating to the exterior storage and display of
items in Commercial Districts to
committee. (Commissioner Wright (C), Commissioner Russell, and
Commissioner Bahn)
STATUS REPORTS
Board of Aldermen
- Alderman Doering
Alderman Doering reported that at the last Board of Aldermen
meeting resolutions were passed to purchase lights for patrol cars and
furniture for the community center. He
also reminded the Commission of Friday’s Concert in the Park.
Alderman Doering congratulated the Planning and Zoning
Commission for its outstanding work on the Comprehensive Plan.
Mayor Lahr noted that a tour of the Community Center has
been scheduled for July 10 for all interested Board and Commission members.
Vice Chairman Mattson moved to adjourn the meeting. Commissioner Gwin seconded the motion. The meeting was adjourned at 7:50 P.M.
